Design Institute of Environmental Protection Science Introduction on EIS of Second Project of Refuse Disposal Plant of Rizhao City First.

Project Background Rizhao city has the population of 430,000 with daily produced garbage of 344t. There is one refuse disposal plant lying in the northwest of city district with the distance of 15km to the district center, in the northwest of Huangshan TV station and in the southwest of Lijiadingzi village of Donggang district of Rizhao city from which the distance is 0.9km. The construction of this plant began in

2002 and was put into use in

2004 and lies in the valley with the land coverage of 372.57mu and total landfill capacity of 3,240,000m3 . It is designed to treat

500 tons of garbage daily and the usage period is 18yeas with ultimate landfill height of 175m. Now, some buildings have been built up, as include sewage regulation basin of 60,000m3 , persistent flood prevention ditch of 125m high, bottom blind ditch and some parts of vertical blind ditches, sewage-catching dam, road out of plant, sewage treatment plant ( capacity of 300m3 /d) and De300HDPE drainage pipeline of 4km long. Although this plant has been put into use, the attached works such as anti-permeation works, plant road hardening, life service area and sewage gas utilization facility are not equipped, as may result in many disadvantages. The absence of anti-permeation works could pollute the groundwater, and the lagging construction of life service area will affect the daily management of the disposal plant. More importantly, the absence of sewage gas utilization facility has the risk of fire or explosion. In addition, the mechanical level of the sanitation facility of Rizhao city is relatively low and some of machines are out of date, which has resulted in the existence of some dead rubbish-collection corners and affects the urban environment. In order to solve these questions, the second project of refuse disposal plant of Rizhao city plans to be carried out by civil environmental engineering company limited of Rizhao city, which mainly includes anti-permeation works of plant field, EIS of Second Project of Refuse Disposal Plant of Rizhao city Introduction Compiled by Shandong Provincial Research &

Design Institute of Environmental Protection Science the construction of plant road, the greening, the sewage gas utilization works and the collecting and transporting system of urban garbage. The total project investment is RMB 79,665,500 and the company plans to apply for the loan of RMB 34,212,800 (which equals to $ 4,229,000) from World Bank and supply the rest by itself. According to the demand of Chinese information on strengthening the management of EIA of international loan project ( No. 324) and the requirements of manipulation policy of EA (OP4.01)of World Bank, the EIA of this project should be carried out and was undertaken by Shandong provincial Research &

Design Institute of Environmental Protection Science entrusted by civil environmental engineering company limited of Rizhao city. The compilation of EIS of this project is completed on the basis of on-site reconnaissance and information collection. Second. Project Summary ( First) Works within the plant Some works of this project belong to the transformed ones and some are newly built. Some of built-up buildings will be still used in the second project, which include sewage regulation basin of 60,000m3 , persistent flood prevention ditch of 125m high, bottom blind ditch and some parts of vertical blind ditches, sewage-catching dam, the plant road, sewage treatment plant ( capacity of 300m3 /d) and the De300HDPE drainage pipeline of 4km long. Meanwhile, the vertical anti-permeation system will be no longer constructed since the vertical anti-permeation method is adjusted as the level anti-permeation method. The newly built-up works are mainly composed of level anti-permeation system, land leveling, the groundwater guiding and drainage system, the flood prevention ditch, the separation system of sewage and rain, the plant road hardening and the sewage gas utilization system. 1. 174549 m2 . 2. Land leveling In order to facilitate the laying of level anti-permeation layer, the land within the plant is planned to be leveled with the cubic metre of earth and stone of 150000m3 among which the earth cubic metre is

130000 m3 . 3. Groundwater guiding and drainage system In order to avoid the impact on the anti-permeation layer take by the upward flow of the groundwater, the sand layer with the depth of 400mm is set under the plant bottom in which the echelon type of blind ditches are set and multi-pore pipes are set within the blind ditches. The layout of groundwater guiding and drainage facility is branch type and the flow-guiding pipe is decided as HDPE pipe. 4. Flood prevention ditch The capacity of the flood prevention ditch is designed as receiving the storm of meeting only every

20 years with the duration of 24h. The length is 2107m. 5. Separation system of sewage and rain The flood prevention ditches and separation dams are set to achieve the purpose of separating rain from the sewage so as to decrease the amount of rain flowing into EIS of Second Project of Refuse Disposal Plant of Rizhao city Introduction Compiled by Shandong Provincial Research &
