3 pages) The new energy demonstration city construction has been incorporated, as a major program, into the National New-type Urbanization Plan (2014-2020), which will be definitely an important, formidable and significant task for some time. Present major tasks are to build up a group of new energy demonstration cities by the end of 2015, popularize the experiences and achievements obtained thereof in other cities and thus advance the construction of new energy cities throughout the society. Many problems and factors should be taken into account in the new energy-oriented urban construction―a quite complicated project. Particularly, efforts should be made to give full play to departments and industries in the construction and application of new energy via establishing a system of new energy supply and consumption so as to develop and use new energy reasonably in the whole society and raise the rate of new energy application. Therefore, the program should be based on construction and operation, focusing on the building and the operation of new energy city construction system. How to decompose and implement the tasks reasonably? How to build the capacity of new energy cities in a short term? How to carry out every part of work? These problems are the key about whether the planned goals will be realized, whether demonstration city construction and new-type urbanization will be balanced and whether the implementation scheme will be validated in 2015. However, many cities have yet clarified their thoughts about these problems. Every city included in the list of new energy demonstration cities to be established shall formulate a detailed implementation scheme, as required by the Notice of National Energy Administration on Announcing the List of New Energy Demonstration Cities (Industrial Parks) to Be Established. The purpose is to study the details of construction and the feasibility of planned goals through analyzing the current situation and problems of new energy cities construction, secure the implementation of the program, determine yearly implementation schemes reasonably and ensure the realization of the planned goals. Besides, advanced experience of other cities should be adopted to help validate reasonably the approaches of capacity building of new energy cities. Hence, implementation scheme is a test of the capacity building of a new energy city that deepens the planning and also proposes practical approaches for the construction of a new energy city. Starting from the formulation of the implementation scheme, this report takes lessons from home and abroad, analyzes the current situation of new energy demonstration city construction and the problems arising from its development, studies the current situation and problems of new energy city capacity building, searching for the factors and methods of structuring the capacity building system and establishes and provides implementation approaches for capacity building for the purposes of helping local governments construct new energy cities and providing support for realizing the new energy city goals in

2015 and constructing new energy cities during the Thirteenth Five-Year Plan. Capacity building of new energy demonstration cities can be implemented by enhancing organizational construction, improving institutional construction and policy measures, establishing technical service platforms, financial service systems and financing platforms, advancing the construction of information monitoring platforms, accelerating the talent engineering and building public participation mechanisms, and intensifying the construction of system of publicity, education, popularization and training. 目录
