Carbon trading mechanism (CDM mechanism) is under the framework of the Kyoto Protocol to achieve low-carbon process of an ef- fective mechanism for sustainable development, through which the carbon dioxide emissions is as a commod- ity to solve the represented carbon dioxide as a greenhouse gas reduction mechanism. The Inner Mongolia Autonomous Region is national determination wind electricity Three Gorges Base, the country windproof controls the sands, the afforestation project key area, the country important thermoelectricity generation en- ergy base. Through the development of wind power, forest carbon sinks and installing carbon capture devices in the thermal power plant, the paper mainly analyzes the potential of carbon trading market in Inner Mongo- lia Autonomous Region. 3 内蒙古水利水电勘测设计院,内蒙古 呼和浩特,010020) dongdongfox@126.com1 ,hbdwang@126.com1 【摘要】随着全球气候的变暖,国际碳交易市场的活跃,碳交易、碳减排越来越受到各个国家的重 视.碳交易机制 (CDM机制) 是在 《京都议定书》 框架下实现低碳化进程的可持续发展的有效机制, 是通过市场机制将二氧化碳排放权作为一种商品,以解决以二氧化碳为代表的温室气体减排机制.内 蒙古自治区是国家确定的风电三峡基地,国家防风治沙、植树造林工程的重点地区,国家重要的火力 发电能源基地.文中主要对内蒙古自治区通过发展风力发电、发展森林碳汇以及火电厂加装二氧化碳 捕集装置三个方面对内蒙古碳交易市场的潜力进行分析研究.通过三个方面的分析研究,论证内蒙古 碳交易市场潜力. 【关键词】碳交易;

1 引言 随着工业化进程的不断发展、人类经济活动的不 断加剧,导致温室气体排放的剧增,从而引起全球气 候变暖.气候变暖会引起北极冰川融化、海平面的上 升、水源短缺 、极端恶劣天气增加、物种消失、旱 灾和沙漠化加剧、瘟疫爆发几率提高等[1] .为应对全 球气候变暖,1997 年12 月联合国于日本京都通过了 《京都议定书》.《京都议定书》规定了

6 种(二氧 化碳、甲烷、氧化亚氮、烃氟碳化物、全氟化碳和硫 氧化碳)温室气体作为碳减排对象.其中二氧化碳的 大量排放是引起全球气候变暖的主要原因.为减少二 氧化碳的排放,减缓全球气候变暖的步伐,由此制订 了碳交易机制. 1.1什么是碳交易 碳交易机制(CDM)是发达国家减少温室气体排 放的三大有效机制之一.发达国家通过向发展中国家 关于温室气体减排的项目提供资金或者技术上的帮 助,来换取全部或者部分该项目的减排额度,用以完 成自己的减排义务.也就是以市场机制作将二氧化碳 排放权作为一种商品,以解决二氧化碳为代表的温室 气体减排问题.
