J Article by Zhang,L.Z 兼顾市场行为与消费者物价指数的电煤价格修正模型与方法 王永杰,张粒子 华北电力大学电气与电子工程学院 摘要: 在煤电市场化过渡阶段,以电煤基准价格(即标煤基准价格)为基础,顺应市场供需变化,允许电煤价格合 理波动,考虑火电发电成本和合理的资产报酬率,建立电煤价格模型与上网电价的修正模型,使上网电价与电煤价 格之间动态关联,并通过消费者物价指数(consumer price index,CPI)的大小选择终端售电价格的修正路径,既 可减小电煤价格波动对经济的影响程度,又可以将成本的波动及时疏导出去.最后通过实例对模型与方法进行了验 证,实例分析结果表明该模型与方法是合理的,对缓解中国煤电产业矛盾具有理论与实际意义. 关键词: 电煤价格 煤电联动机制 基准价格 终端售电价格 价格修正 Modification Model and Method of Coal-electricity Price Considering Market Behavior and Consumer Price Index WANG Yongjie, ZHANG Lizi School of Electrical and Electronic Engineering, North China Electric Power University Abstract: In the transitional stage of coal and electricity market, on the basis of thermal-coal benchmark price,which is also called standard coal benchmark price, thermal-coal price is allowed to reasonably fluctuate according to the changes in supply and demand. Thermal-coal price model and modified generation price model are constructed considering thermal power generation cost and reasonable assets return ratio. Then the dynamic association relationship between generation price and thermal-coal price is established, and modified path of terminal electrical tariff can be selected according to the consumer price index (CPI), which can reduce the influence of thermal-coal price fluctuations on economy, and can ease out cost fluctuation promptly. Finally, examples are introduced to verify the modification models and method, and the results show that the models and method proposed in this paper are reasonable, and have theoretical and practical significance in mitigating the contradiction between coal and electricity industry in China.
