2016 Frequently Asked Questions for VGM C Update

3 Dear Valued Customer, We would like to share with you an update on our latest progress regarding the implementation of VGM.

(1) Has China strictly enforced No VGM, No Load from

1 July? Answer: Yes, No VGM, No Load was strictly applicable in all China ports. In the inspections conducted at the Tianjin, Ningbo, Nansha ports during past few weeks, all Maersk Line containers were loaded with required documents. (2) Will Maersk Line request customer additional document for VGM upon local MSA inspection? Answer: Yes, when local MSA performing random checks in afore-listed port requires mandatory document. Learnt from last week'

s central MSA conference, they will standardize the inspection process and publicize it. (3) Is international transhipment via Chinese port subject to No VGM, No Load ? Answer: Yes, even some countries is under

3 months informed compliance period, loading from origin port after

1 July and transit via Chinese port after

1 July, 2016, shipper shall submit VGM for the packed container or container can'

t be loaded at the transhipment port. (4) Will Maersk Line request for weighing service on customer'

s behalf? Answer: Maersk Line will not request weighing service on customer'

s behalf, nor pricing on weighting service. (5) Will Maersk Line require customer to declare VGM for shipper own empty container? Answer: When declared gross cargo weight is less than 10KG (not include 10kg), VGM is not required for shipper own empty container. For customs declaration purpose, customer can include Tare weight of shipper own empty container in the cargo description. (6) What is taken as unreasonable weight by Maersk Line? Answer: When VGM declared by customer is less than container tare weight or more than container payload plus tare weight, weight will be considered as unreasonable and container will be held by terminal accordingly. Customer shall be responsible for charge arisen from wrong declaration. (7) Will Maersk Line charge VGM submission? Answer: Manual submission charge/penalty fee will be adopted in September with more details to come. However, submission through My Maersk Line is free of charge. Functionality on My Maersk Line such as container tare weight, bulk submission;

Answer: VGM is not applicable on domestic barges whereas the VGM information is required in the Marine ports. However, for barge on international voyages such as WPRD (West Pearl River Delta) to Hong Kong, VGM is required prior to loading on barge. (9) Can Maersk Line accept VGM amendment after the cut-off deadline? Answer: VGM cut-off deadline aligns with Maersk Line CY cut-off deadline. VGM can be amended multiple times, free of charge prior to deadline. However, amendment after deadline is subject to change of vessel or additional charge/penalty. (10) Does Maersk Line ask customer submit VGM twice for some location? Answer: Marine port such as Tianjin, Dalian, Ningbo, mandates that all VGM EDI is channelled through vessel agent/EDI centre. Therefore, customer is asked to submit VGM two times to vessel agent and Maersk Line. Maersk Line working our best on the EDI solution with vessel agent to provide sustainable and efficient way of data transfer. (11) Where can customer find Maersk Line latest VGM implementation?
