2019 年5月13 日至

5 月17 日在英国伦敦召开,会议重点议题摘要如下:

一、 电子纪录簿(Electronic Record Books)议题:

(一) 采纳国际防止船舶污染公约(MARPOL)修正案(预计2020年10月1日生效)使下列 纪录簿得以电子纪录簿做为纸本之替代: 1. 油 料纪录 簿第 I部分(Oil Record Book Part I)及油料 纪录簿 第II部分 (Oil Record Book Part II);

2. 有害液体物质(NLS)的货物纪录簿(Cargo Record Book);

3. 垃圾纪录簿(Garbage Record Book);

4. 消耗臭氧物质(ODS)纪录簿;

5. 排放管制区(ECA)内关於氮氧化物(NOX)跟硫氧化物(SOX)之操作纪录簿;

6. 氮氧化物技术章程(NOX Technical Code)所要求之引擎参数纪录簿.

(二) 电子纪录簿之定义如下: 电子纪录簿指经主管机关批准,用於以电子方式记录本规则要求的排放、转移和 其他操作行为,以代替相关规定所要求的纸本拷贝纪录簿的一种设备或系统.

(三) 船舶使用电子纪录簿时须依MEPC.318(74)准则进行认可.

二、 降低船舶温室气体排放之议题:

(一) 背景: 因应巴黎协议,IMO於MEPC 72制定了 「IMO降低船舶温室气体排放之初步战略」 , 其中该战略计划中分为短期措施、中期措施及长期措施.
