This paper discusses the concept and function of this museum, its relationship with the library and the significance of establishing this museum in the library in a narrow sense. There is a deep historical origin between this museum and the library, and they share same basic elements and similar features in the reality. This museum is of great importance in collecting classics, pro- viding social services and enhancing spiritual value of the library. As for the planning for this museum, this paper puts forth that building this museum needs to uphold the principles of adapting to local conditions, inheriting the traditions, giving full play to its unique strengths and achieving its own characteristics. It is necessary not only to establish this museum in the li- brary as an entity, but also to accomplish the idea of realizing the functions of this museum in the library. On this basis, this paper explores the preliminary planning for national museum of ancient books and records.

2012 年8月,经文化部、国家文物局、中央 编制办公室批准,文化部下发了《关于国家图书 馆加挂 国家典籍博物馆 牌子的通知》(文人函 [2012]1238 号),在国家图书馆加挂 国家典籍 博物馆 牌子. 由此,国家图书馆又有了一个传 承书籍文化、开展社会教育的新阵地. 在图书馆设立典籍博物馆,在国内还不多 见. 笔者有幸参与国家典籍博物馆的筹备工 作,对典籍博物馆的概念、功能、在图书馆设立 典籍博物馆的意义,以及国家典籍博物馆的初 步设计等内容进行了一些思考,在此谈谈个人 浅见.

1 典籍博物馆的概念 我国早在殷商时期就有典册. 《尚书・多士》说: 惟殷先人,有册有典. [1] 典 在字形 上区别于 册 的地方,是把简册供于案上,表示
