4 农业部关于加快东北粮食主产区 现代畜牧业发展的指导意见 农牧发 〔2017 〕 12号 内蒙古自治区农牧厅、 辽宁省畜牧兽医局、 吉林省畜牧业管理局、 黑龙江省畜牧兽医局: 东北是我国畜牧业重要的潜力增长区, 发展畜牧业有雄厚的资源基础和较强的环境承载能力. 但长 期以来, 受饲养方式粗放、 畜产品加工和运销能力不足等因素影响, 东北畜牧业发展水平与丰富的粮草资 源不相称、 不同步, 比较优势没有得到充分发挥. 加快东北粮食主产区现代畜牧业发展, 是消化玉米库 存、 调优农业结构的迫切需要, 是承接水网地区生猪产能转移、 保障畜产品供给的迫切需要, 是构建新 型种养关系、 推动绿色发展的迫切需要, 是促进农民增收、 繁荣东北经济的迫切需要. 要抓住玉米收储 政策改革后饲料成本下降的有利时机, 把加快东北现代畜牧业发展作为落实中央关于推进农业供给侧 结构性改革决策部署的一件大事来抓, 思想上给予高度重视, 政策上给予重点支持, 制度上给予特殊安 排. 为规划引导东北现代畜牧业更好更快发展, 提出如下指导意见.

一、 总体要求

(一)指导思想 牢固树立新发展理念, 以推进农业供给侧结构性改革为主线, 以培育畜牧业核心竞争力为目标, 以种 养结合绿色发展为路径, 以规模化、 一体化、 绿色化、 品牌化、 产业化为方向, 大力推进东北地区畜牧业 结构调整和转型发展, 着力提高发展质量和效益, 高起点高标准构建现代畜牧业产业体系、 生产体系、 经 营体系, 全面提升畜牧业综合生产能力、 市场竞争能力和可持续发展能力.

(二)基本原则 一是统筹规划, 科学布局. 结合资源要素、 产业基础、 市场容量、 环境承载力等条件, 科学规划设计, 突出主导畜种, 突出优势区域, 统筹畜禽种业、 畜禽生产、 饲草料产业和畜产品加工业布局, 构建重点突 出、 优势互补、 布局合理、 一........
